The .htaccess file shown in this article seems to contain an error, which may be a typo. There is no file called 503/php, so the .htaccess file will get into a nasty loop.
The line which is shown as:
RewriteCond %{REQUEST_URI} !^/503/php [NC]
Seems to me that it should be:
RewriteCond %{REQUEST_URI} !^/503\.php [NC]
